Accreditation of laboratories
Organization for laboratories accreditation performs:
- accreditation of verification, testing and calibration laboratories;
- inspection verification surveillance over accredited laboratories activity;
- organization and carrying out of interlaboratory comparisons;
- development of additional requirements (criteria) for laboratory competence assessment; creation of an automated search information database on accredited laboratories, their fields of activities and their technical capabilities;
- providing necessary information on accreditation issues and technical capabilities of laboratories;
- consultations on issues of the application of normative documentation on laboratories accreditation, including standards ISO, IEC, EN, GOST, STB, EC Directives and OIML Recommendations;
- providing consultative and methodical assistance during development of quality systems of verification, testing and calibration laboratories as well as in their preparation for accreditation in the Accreditation System of the Republic of Belarus.
The guarantee of high-quality and objective accreditation of testing and calibration laboratories is:
- permanent improvement of accreditation system;
- carrying out of the own activity assessment and procedures on the basis of criteria and recommendations of national and international organizations;
- providing free access to the accreditation system for an interested party;
- application of procedures ensuring comparable quality of the data obtained during tests, calibration and verification;
- invitation of independent experts of high professional level;
- permanent improvement of staff qualification.
BelGIM is the organization that performs accreditation of verification, testing and calibration laboratories and is registered in the Accreditation System of the Republic of Belarus in 1994 (accreditation certificate № BY/112 01.5.0.0001).
Scientific and technical center of the National Accreditation Body of the Republic of Belarus
Scientific and technical center (STC) performs the following tasks:
- development of scientific methodical bases for laboratories accreditation;
- performing of scientific, organizational and methodical assurance for testing, verification and calibration laboratories accreditation;
- analysis of realization of policy of the National accreditation body and of effectiveness of the Accreditation System, as well as development of measurements for its improvement;
- development of proposals to the National Accreditation Body in relation to harmonization of the rules and the procedures of the Accreditation System with the documents of international and regional organizations for accreditation, standardization and metrology;
- development and actualization of the Accreditation System documents in order to ensure the realization of the unified policy;
- organization and improvement of the works for coordination, planning and participation in accreditation, inspection surveillance and control over accredited laboratories activity.
STC performs:
- development of the documents of the Accreditation System of the Republic of Belarus and of proposals for implementing changes in the currently valid Accreditation System documents;
- consideration of drafts of international and regional documents on accreditation as well as preparation of the replies to them;
- harmonization of the documents of the Accreditation System of the Republic of Belarus with international documents;
- development of the criteria and procedures for assessment of verification, testing and calibration laboratories (hereinafter — laboratories) of the Accreditation System of the Republic of Belarus, that pass their accreditation;
- development of requirements to experts performing accreditation;
- accreditation of laboratories and carrying out of inspection surveillance over their activity;
- organization of interlaboratory comparisons and performing analysis of their results;
- methodical assistance and consultations on laboratories accreditation issues;
- drawing up laboratory accreditation certificates;
- creation, maintaining and publishing of the Register of accredited laboratories;
- performing analysis of accredited laboratories activity;
- providing information assurance for the activity of the National Accreditation Body of the Republic of Belarus on issues relating to the laboratories accreditation, their field of activity as well as to their technical capabilities.
In order to:
- achieve measurements uniformity and confidence to their results when carrying out tests, verification and calibration, as well as the their recognition within the framework of bilateral agreements by notified bodies of the European Union;
- perform the tasks indicated by the State regulation bodies of the Republic of Belarus, that correspond to the state policy to increase the life quality;
- creation of conditions for reproduction, storage and transfer of the size of the quantity units from standards to measurement instruments, as well as the possibility to ensure traceability of measured quantities up to national standards;
- recognition in the whole word of the competence of laboratories accredited in accordance with harmonized international documents.
