STANDARDS OF THE REPUBLIC OF BELARUS

The aim of this publication is to inform the specialists of branches of economy, development engineers, producers and consumers of goods on the development of national standard base of the Republic of Belarus, available unit standards, their characteristics and possibilities.

National standard base is the basis of the system of uniformity of measurements securing as well as a component part of national endowment. Nomenclature and the level of standards, range of their practical use to a great extent influence: securing principles of state independence, including standard base of other countries; pace of technological innovation; completeness of

solution of acute metrological problems of industry, science, defense, health care, ecology, transport, communication – all the spheres of production and social activities.

In 1991, in the process of formation of the Republic of Belarus as an independent state, practically all the standards of the top level remained beyond the borders of the Republic. Taking into account industrial directivity of economy of our country, the question of securing measurement transferring to standard and ordinary measuring instruments has always been and remains

acute as it is directly connected to research accuracy, hence, with the quality and security of the produced goods.

Research activities and operations connected with standard complexes have been carried out for several decades. But the most intensive development the process of creation of national standards got in late 90s under the auspices of the state.

The majority of standards are unique and are complexes of extreme importance, in which recent developments of science and technologies in corresponding spheres are used. They are meant for conducting the most scrupulous and accurate experiments and investigations.

With the aim of creation of national standard base in the Republic of Belarus State scientific and technical program on creation of system of standards and standard samples for the reproduction of physical quantities was implemented in 1997. It was aimed at securing an increase in measurement accuracy in industry, – “Standards” (since 2001 – “Standards of Belarus”, started

in 2004 – sub-program of “Standards of Belarus” SSTP “Instrument engineering”, and since 2010 - sub-program "Standards of Belarus", SSTP "Standards and scientific equipment").

SSTP, mentioned above, along with the solution of the problem of global securing of uniformity of measurements, developing national standard base, are aimed at competitive growth of Belarusian goods; accuracy of raw materials, goods and energy record in the branches of economy; improvement of living standards by means of advances in measurements in the sphere

of public health, environment protection, consumer protection etc., creation of conditions for recognition of measurement results at the international and regional levels.

The state customer of the sub-programs «Standards of Belarus» is Gosstandart, the head implementing organization is Belarusian State Institute for Metrology. Institutes of Physics, applied physics, issues of power engineering of National Academy of Sciences of Belarus, Belarusian State University etc. take part in carrying out of these programs.

Nowadays, in the Republic of Belarus 53 standards are developed and used. Standards allow to realize reproduction of the units of length, weight, temperature, time and frequency, energy flux rate and other units of International System of Units in the field of physical, chemical, optical, acoustic, electrical and radio-electronic values, measurements of pressure and flow rate,

ionizing radiation etc.

Creation of 2 national standards – unit of luminous flux of permanent radiation sources and unit of electrical resistance – completed the sub-program «Standards of Belarus» of the state scientific and technical program «Development and producing of standards of Belarus, bespoke instruments and installations for scientific research» («Standards and scientific equipment») for the period 2011 – 2015.

As the result of this program standard base was added with the following standards, that have great importance for economic and social sphere: national standard of inductance unit; national standard of the unit of energy flux density of electromagnetic field; national standard of thermal conductivity unit; national standard of the combustion energy unit – joule; national standard of the unit of magnetic inductance of weak static magnetic field; national standard of the unit magnetic inductance of alternating magnetic field; national standard of the units of molar and mass fraction of components of liquified hydrocarbon gases; national standard of the units of average power, attenuation and wave-length of optical radiation for fiberoptic systems of  communication and data transfer (VOSP); reference standard of the unit of radon volume activity, reference standard of the unit of amplitude modulation factor, reference standard of the frequency deviation unit, standard flow metering installation up to 6500 m3/h with verification medium – air, standard complex for metrological assurance of ultrasound medical equipment, reference standard of the unit of mass and volume flow rate of liquid (water), standard complex for the control over digital interfaces (PDH/SDH) of communication channels.

Draft of the state scientific and technical program «Development and producing of standards of Belarus, bespoke instruments and installations for scientific research» («Standards and scientific equipment») for the period 2016 – 2020 is developed.

Creation of complicated measurement complexes, which are standards, is impossible without the use of global experience. Being a member of regional metrological COOMET organization (Cooperation Of National Metrological Institutions from Central and Eastern Europe countries), Belarus annually reasserts «equivalence» of the national standards as a result of international comparisons and calibrations with the standards of Russia, Ukraine, Germany, Bulgaria, Lithuania, Slovakia (www.coomet.net).

The developing standard base of the Republic of Belarus created radically new conditions for international cooperation in the sphere of metrology. After signing by Belarus in October, 2003 of an Agreement of International Bureau of Weights and Measures CIPM MRA (“Agreement on mutual recognition of national standards, calibration and measurement certificates, issued by national metrology institutes”) there have appeared opportunities of participation in key and additional comparisons of standards, including comparisons for the sake of maintenance of credibility of calibration certificates. Nowadays BelGIM calibration and measurement capabilities (СМС) in the sphere of numerous measurements are included into Attachment С of the Agreement on mutual recognition of national standards, calibration and measurement certificates (CIPM MRA) and are published on International Bureau of Weights and Measures website (www.bipm.org).

The publication of information of calibration and measurement capabilities (CMC) in KCDB database is a weighty argument in the process of creation of conditions of trust to the conducted measurements, including measurements that confirm quality of goods on the part of potential exporters of Belarusian goods.

International recognition of the standards of the Republic of Belarus will facilitate the solution of the number of scientific, technical and economic questions. National standard base of the Republic keeps developing and improving intensively. New standard complexes are being developed and implemented, metrological characteristics of current standards are improved due to availability of stateof- the-art devices and equipment.
